FIFA Quality Programme for Video Assistant Referee (VAR) Technology
The use of Video Assistant Referees (VAR) in the game of football was included in the Laws of the Game in 2018. FIFA has now launched the FIFA Quality Programme for VAR Technology that assesses the technological aspect of VAR systems.
Since the approval in the Laws of the Game to use Video Assistant Referees (VAR), FIFA and The IFAB are supporting competition organisers with the implementation of the technology through the Implementation Assistance and Approval Programme (IAAP). This enables the same standards to be applied when implementing VAR, offering assistance in tackling the challenges related to the organisation and management of VAR implementation and overseeing training programmes for personnel in charge of VAR.
While the IAAP is focussing on the operational and educational aspects of the use of VAR, the FIFA Quality Programme for VAR Technology has developed test methods for a technical assessment. By testing 3 main criteria that have a huge impact on the decision making process, this testing is complementing the IAAP.
Test Protocol & Certification
Video Assistant Referee systems are integrated in the broadcast set-up by collecting the broadcasters feed and delivering it to the Video Operation Room (VOR) where the VARs are located. Within this set-up, the test protocol of the FIFA Quality Programme focusses on testing 3 technical aspects that have a direct influence on the VAR video output. These requirements are:
- Latency & Synchronicity
- Video quality
VAR technologies that successfully pass the test receive a 2 year certification by FIFA before they have to be re-tested. Providers who seek to certify their VAR technology need to follow the official application process to obtain certification.
